The Big Moo is like the overall leader of all the Imperial Bear Empire clans.
The Big Moo is to the Imperial Empire what a Guardian is to a clan. The Guardian looks after one clan. The Big Moo looks after a group of clans. The Big Moo looks after the Empire, protects it, guides it, consults with senior members, and makes proposals that affects its future. The Big Moo ensures that the Empire remains unified, works together as a team and ensures that the principles of the Empire are upheld.
However, it an elected position with regular elections held every month. so the Big Moo must pay very close attention to the opinions of senior clan members if he/she wishes to retain that position.
Nor does the Big Moo work alone. No. For there is an Imperial council where ideas and issues can be discussed.
The duty of the Big Moo is to lead the Imperial Bear Empire.
This includes:
Looking at individual clan numbers and deciding if a clan needs reinforcement. If it does then asking leaders of other clans to help reinforce that clan.
Looking at the numbers of Elders in each clan and recommending an increase in Elder numbers if needed.
Looking at overall clan numbers and deciding if its time for a new bear clan to be formed. If so then asking Leaders of each clan to contribute a number of members towards the formation of that new clan.
Going "Moo!" at times. Loudly.
There are other duties, making suggestions and recommendations, visiting clans, directly helping new clans, setting up recruitment threads, looking for new Guardians, building alliances with non-Bear clans, throwing lumps of wood at KC99 and kicking him in the shins, bumping Bear recruitment threads, plotting, planning, scheming, and drinking more mead than anyone else. Hic!
But most importantly is consulting with senior Bear members. That means actively discussing issues with Guardians, Leaders and SAAs, listening to them, encouraging them to talk to each other, to cooperate and to work together for the benefit of all bear clans.
Lets have a specific and current example.
Right now lets pretend the Big Moo surveys the clans. At the moment only three clans officially belong within the Imperial Bear Empire. They are:
Riverbears: members 46, elders 10, new members 4.
So Riverbears is just over capacity, but has four new members. There are sufficient elders at 22%.
So the Big Moo concludes that Riverbears is doing just dandy.
Icebears: members 48, elders 9, new members, new members 6 (not counting two returning members)
So Icebears is over capacity but since it has 6 new members and becasue we know the attrition rate on new members can be as high as 75%, this is not a concern. There is a elder to total member percentage of 19%. This is a tiny bit low. Elder numbers should ideally float somewhere between 20% to 33%.
Thunderbears: members 41, elders 7, new members 7 (not counting returning members).
So Thunderbears is under capacity. the Elder percentage is 17%, a bit low. With seven new members it is likely that Thundebears may lose some by the end of the week.
Since its mid week the Big Moo is not overly concerned. Therefore the Big Moo does nothing, but notes that Thunderbears may need reinforcement at the beginning of next week. Since elder numbers in Ice and Thunder are on the low side the Big Moo asks the Guardians and Leaders of those two clans to keep an eye out for any potential elders that meet our criteria. The Big Moo takes into account the fact that Icebears has only recently recovered from the trauma of the Civil War, and that Thunderbears is still relatively new. Therefore there simply may not not be any eligible persons for promotion to elder.
The Big Moo decides that if by the end of the week Thunderbears is under 40 members then to ask the leader of Icebears and Rivebears to contribute reinforcements. This might be just one or two members each, whatever that is required, within reason, to bring it up to around 40 members.
The Big Moo would then consult with the Guardians and see if they have any reasonable objections to this plan, and to listen to any opinions and suggestions that they might have in return.
Once the discussion is over and a plan is agreed upon the Big Moo goes MOO! (very loudly) and smashes open a barrel of mead to drink. The Big Moo is not known for sharing so the Guardians may need to resort to force in order to fill their skull cups with delicious frothy mead.
