The goals are what matter. For those who want to achieve goal 2 without paying real money, they resort to farming. Most don't do this because they enjoy picking in noobs (although some certainly do), they do it because that is provides the most realistic means by which to achieve a goal.
The problem with the leagues as they are now, is that they are pushing people towards higher trophy counts, while not providing the possiblity for adequate profits at high trophy counts. If they try to destroy farming without making higher trophy levels profitable, they will have a serious problem because they would have undermined many people's ability to achieve one of the main goals of the game.
If, however, they make these league bonuses more substantial, it is perfectly reasonable to imagine that virtually no one would be upset with playing at high trophy counts. Farming is a means to an end, not an unchanging foundation fo the game. People in camp 2 are following the profits, even if that means trophy hunting in the future.
