also in high level gameplay this would RUIN anyone above 3500+ cups. EVERYONE attacks constantly, and there literally would be no available bases to raid for hours.

If the most active players are already circumventing this by other means do you think that attacking behavior would truly drastically change?
I think this helps the middle range of players that are active enough to put in raiding sessions but are not comfortable installing 3rd party software or placing heavy objects on their expensive device.
I get that some people think "it's very easy" to keep the game active on the device. That's a fair perspective and I think if I had the time to commit to being a more hardcore player I would feel similarly. I literally want to play this game non-stop, I think its a great game, but most of the time I have to take care of life in between raids and can't commit to focusing on a little screen all day long. I would think the average player also relies on app notifications to engage in their next raid and when you're hitting for 100k - 200k and getting hit for 300k - 400k in between they are just going backwards as soon as around 1 mil resources is stored.
My personal story:
I'm a TH8 and I put my TH outside for free shield, which works most of the time. My defenses are solid and I can repulse most TH8 / TH9 but there are so many high level towns its impossible to avoid being squashed by someone with vastly superior troops. Once I get to around 1mil resources I usually lose more than I can possibly gain (even after being very picky about my targets) and when I'm trying to get up to 2+ mil per build I have to just hope that I get TH sniped all day long. This would be cool if it were once in a while, but you're talking about 10 - 15 times per day if I'm trying to accumulate 2+ mil.
I seriously do not mind being attacked, I love it because I see it as a great trial of my defenses. This shield would allow me to commit to raiding and working toward my next builds but would not protect me beyond that. The shield expires after an hour so if I do not attack again I would join the pool of available players as I normally would.
So really, with the current player behavior, this just delays targets becoming available by an hour. Like it was said, some players would exploit that, but they already do.

I'm not so sure, would you agree that many players circumvent this already with the current design?
Even in my extremely "casual" clan there are players that will replay 3 minute battles on a loop while they aren't raiding to exploit that design.
In a sense Supercell is encouraging the player to put extra load on their servers and drain our device batteries for what would be essentially a similar result in game mechanics.
The point I think you're missing in your idea is the only time top players get raided is after the 6 Hr boot when the are FORCED to get offline. If they had a free one hour shield after attacking then they could get offline, resetting the 6 hour timer. They would literally NEVER be offline.

That's the point though, there would be no 6 consecutive hours with the implementation of this.
Situation: I'm in champs, take me 3 hours to find a raid worth a decent amount of cups, I attack and earn a free 1 hr shield. I then get offline for 45 minutes being under my shield the whole time (I believe the 6 hr count resets after 10 minutes of being offline although I could be wrong) I am then free to get online again and wait for my troops to be done. Rinse and repeat forever.

What if this was designed so that you still get the "6 hour boot" with a shield down. For example, there is a cooldown that begins when you do an attack and if you have a shield between the 6th and 7th hours after that first attack you will get a boot warning (5 mins?) and your shield goes down and you get kicked.
Would that scenario provide a solution to your primary criticism of my idea?
