You need a townhall 8.
But i'm only Townhall 7 but i dont want to upgrade yet to avoid rushing my townhall and become an easy target.

Yes, it will be permanent.
You can upgrade it like other traps, and choose whether to target ground or air.

Upgrade on Skelton trap is crazy expensive. It had better be here to stay!
