From a purely technical standpoint I am sure SC would rather spread out the mass login attempts over the 5 minutes or so that it takes people to realize that maintenance is over than try to cram them all in the same 15 seconds after they sent out the notification. I am sure their hardware is robust but 1,000,000 login transactions in 15 seconds is a much heavier load than 1,000,000 logins spread over 5 minutes.
