I feel that if you leave your clan during a war you should be banned from coming back for that war. It's cheap when someone tries to scout the other team, or deceive them into thinking everyone is leaving (that's happened twice to us).
It also allows people to possibly go get stronger troops from someone not in the war and return to use them.
I know accidents happen, so maybe make it so that you are only banned if you leave and try to join a different clan.
