The reason that your heroes aren't available in war while upgrading is that Supercell don't want them to be
This is a major revenue stream for them... people gemming a little hero time to get them back for war
They aren't going to remove this revenue stream until they can see a similar revenue stream by adding a gem cost somewhere else
The fact that this thread has close to 5000 comments, most (but not all!) in favour and SuperCell haven't done it proves this isn't something they want to do.
