This is a really great idea.
And if it means more to supercell for me to point this out - i do not spend gems to upgrade heros, and I do not war while heros upgrade, but I do tend to spend gems while warring, either on cooking troops for doantions or healing heros if I'm limited on time. So frankly, Supercell, the more time i'm in war the more gems I spend, but heros being unavailable during upgrade takes me out of war and at that point, gems don't get spent.
Nearly 55000 gem needed for archer queen to reach 45 lvl. It costs $400. Please be available while upgrading

Supercell need to make money
They make money selling gems
So people need to spend gems
So they make some things cost gems
This is one of those things - frankly it's possibly the BIGGEST reason for purchasing gems
So until you or someone else comes up with a substitute for this revenue stream, you aren't likely to see this (or SuperCell decides they can afford to offer it... good luck with that)
This is only you though, pretty clearly a lot of players are buying gems to get back into war sooner
