But if the loot situation doesn't improve (I'm getting VERY sick of spending more gold nexting than I can get from raiding), I won't be playing this game when/if Supercell makes heroes available in wars.

It should act like the defensive buildings in my opinion. So they can keep it not being usable for regular raids while upgrading but it becomes active for the war. raids and defences.
