+1 to make heros available for war while upgrading.
I understand CoC must make money and that this is a major source of revenue. How about charging the player
something like 5 gems per hero per battle that is upgrading. So each war will cost 10 gems per hero!
This will get more people to use the hero, while paying some gem to offset the gems that SuperCell lost from
those user that won't gem up to finish upgrading. And my guess is that there will be so many users that will
use it they will more then offset the big users who gem up to finish the upgrade.

Unlikely however.
Perhaps a meet in the middle suggestion is to make them available in war for a small gem fee as oppose to a fully finish upgrade time fee.
