The purpose of the clan hierarchy is to maintain order through an increasing set of management privileges granted at each level. Clearly no order within a clan could be maintained if all members had equal amounts of privilege. Thus there are a few different ranks that allow for a variety of different clan governmental structures. The idea being to allow a lot of freedom in how a clan is run but not so much that the interface becomes overly complicated.

This does not make it a good idea. This specific idea I believe is really on the fence as to whether or not it's ruled out as a form of loot transfer.

this should be adding for donations, i think it should give hierarchyly to donations rate (troop u donated-troops u asked), the one who donates the most dont pay, and receive from everyone, the 2-5th pay to the first and receive from the others, the 5th to 10th receive from 11th to the rest. The percentage should be taking just from people colector, or decrease to 0.1%.

If you think hoppers are a problem now just wait until you are taxing loot. Nobody in their right mind would join a clan except to get a few troops. Taxing lower ranked members to feed loot to the elite members is a horrible idea. Bad in every way.
