My first choice would be to increase the league bonus based on stars earned, multiply the current bonus by the number of stars earned seems like a good place to start.
A defensive league bonus would also be a nice addition to encourage people to actually try defending once in a while.
Another good idea would be to have some basic minimum amount of loot always in the storages, supplied by SC, enough to make attacking any base profitable.

I'm in favor of muliplying both the league bonus and clan war bonus by the number of stars... Let's make REAL raiding more profitable, without encouraging TH snipers (including during CW where some people tend to barch for one star, getting out with the bonus if clan wins) !
Reducing next cost as well as traps reload cost would also be a good idea imo (I hate being raided for 20k but having to pay 100k to reload traps!).

I like the fact that farming day to day raiding is completely different than clan wars. Day to day raiding, for me, is all about the loot and nothing but the loot. I don't get any more enjoyment out of taking it from storage than I do taking it from collectors. I don't get any more enjoyment building a big bad army that wipes out the base than I do making a cheap barch army that snipes the TH and takes the collectors. As long as the loot it good I'm happy.
That said, I don't like to build big bad armies for every day farming. They take too long to build and you are relying on finding a BIG storage base to justify the cost. I MUCH prefer a cheap, fast army and full collector raids because I don't have to wait 45 min between attacks. I don't want to have to use expensive cc troops for every attack, I feel selfish doing so. I don't want to incur the cost and added wait time for spells for every attack for loot, let them be a back up for when you find a real plumb.
Wars are the complete opposite of farming... THAT'S where you build your big bad army to wipe out the base, you know what the bases look like, you can plan and customize your army and your attack, you can ask for expensive troops for your cc and not feel selfish for doing so.
I don't want farming and wars to be the same, they are completely different and they should stay that way. Don't force me to play the game the way you want me to play it. Changing the rules to 'encourage' full army storage raids will just drive me away.

The options aren't mutually exclusive...
It would be possible to increase collector productivity (or create level 12 collectors) AND increase league bonus.
The point is, they should do something that encourages people to spend more time raiding and less time "nexting" and/or less time sitting on a shield.
