I agree, it can be a pain to try and up walls when the builders are busy. And since walls take no time to upgrade, i never saw a need. Normally i just keep my 5th builder ready in case i need to remove an obstacle or build a wall.
NO, people would just dump all their resources into their walls whenever they are done farming for the day. Wouldn't help the current low loot problem.
Whats stopping them from doing that now?
Nothing stops them but the desire to keep all builders working to max faster will deter resource dumping

The idea, of course, sounds appealing at first. But when you stop and think about the big picture, as others have already pointed out, its not really in the best interest of the game. Plus, how would you be able to upgrade something without a builder? Villagers?
