I agree that the leader should have less of a cooldown time. But elders being able to send mail, etc. is unnecessary.

In my clan when the leader need to send another mail he usually just tells a co what he wants to say and the co just sends it, this works fine for us

    TH10 ~ Lv131 ~ SV 3237
    GG 864m ~ EE 827m ~ HH 2916k
    252/275 lavas ~ FIN 89k ~ 63 hero levels

I would not want elders to be able to clan mail. I like to know what is being communicated to my clan in advance and trust my coleaders to follow our standard plan. But my elders are often players whom I have promoted for activity and donations, they may not nessisarily be ready to handle the sort of thing we want communicated via clan mail.

I do however get annoyed by the cool down occasionally, especially right before and during war prep.

The leader could turn it off if they don't want elders to send letters... but like I said in some clans elders are like co-leaders
    Turn down for what?

Turn down because of : cops, people trying to sleep, dogs, it's midnight, lovely couples trying to have a quite night, not good for your ear drums and much more..... so plz turn down

    I agree in a way

It would be nice if the leader could send unlimited, and choose how long cool down is for co's, but elders should not be able to. To many people are elders and there would be way to many messages.

I know a lot of other clans would hate this because of immature members that are elder
