The leader should have no cool down time for mails and the leader should be able to chose the cool down time for co leaders and then elders....

You should try to explain your ideas more. Why should elders get to mail?
Also with notifications being sent when someone sends a mailed, no cool down mails will cause some trouble
I ever join a kid's clan and they send out mail saying "I love cookies"..............

That said, I would never want elders to have clan mail ability. Too much mail and confusion.
Co-leaders should have a 12 hour cooldown, but leaders should be less. It only makes sense.
But, I would be ok with merely reducing the cooldown for leaders during war. Or giving a certain number of clanmails per war.

Because for some leaders elders are like their co-leaders.... my old clan leader won't give co-leader to anyone except for the guys he know in real life because he is afraid of everyone beening kicked.
If the notification is to much you can talk to the leader to have a longer cooldown or quit the clan

My clan tries Facebook and other forum just for our clan... but not everyone wants to download or make an account on a different thing.

The leader will be able to adjust how long the cool down is or if they want them to send mails at all
