If someone is not active in clash and they have a gem box you should be able to take half the gems in the box... its just not fair for the people who play all the time to not get gem boxes so let us take the ones that aren't online anymore...

They make the bases for guys that are not online any more not even come up in searches. They do this to make loot harder to find. (so you will buy gems)
Even if a base you come to looks untended you can rest assured that someone was logged into it with the past few days.
I know one guy that is sick of the game (and mad at SC for ruining it for him just for greed) so he never empties his collectors and just signs in every couple days (and I think he moves a single piece of his base one square in any direction so that something happens) so he doesn't get flagged as inactive.
