Attacking takes alot of time when you get to high TH lvl so when you get to town hall lvl 6 you should get 30 second and the higher you go the more time you'll get but it shouldn't be more than 5 mins

Do you mean the time interval before you raid, or the actual time you have when raiding?

Both actually but the planning time should be only 1 min to eery attacker
No- personally I believe if you're running out of time when attacking you need to refine your attacking strategy. 3 minutes is plenty of time to carry out a successful attack- you just need to be smart about it and use the right troops.
