I know this isn't an original idea, I've seen it on here before, so don't waste your time writing comments about how is isn't an original idea. But I will try and put more detail into this than the other threads.
What I believe the spell tower should look like is a bit like an inferno tower. Some differences would be it'd have an electric theme. Also, at the top there'd be a cauldron instead of the focusing lens. The tower would be unlocked at town hall level 8.
To load the spell tower, you'd have to use elixir, and the amount would depend on what spell/ level of spell you put in. The tower would have a 8 tile radius. It would also only attack ground troops.
At each level, a new spell is unlocked to chose from.

Cost: 1250000
Build Time: 5 days
HP: 1000
Town Hall Unlocked At: 8
Spell Unlocked: Lightning
Level 2:
Cost: 1500000
Build Time: 6 days
HP: 1250
Town Hall Unlocked At: 9
Spell Unlocked: Heal
Level 3:
Cost: 2000000
Build Time: 7 days
HP: 1500
Town Hall Unlocked At: 9
Spell Unlocked: Rage
Level 4:
Cost: 3000000
Build Time: 8 days
HP: 1750
Town Hall Unlocked At: 10
Spell Unlocked: Jump
Level 5:
Cost: 5000000
Build Time: 9 days
HP: 2000
Town Hall Unlocked At: 11

When it is loaded with a lightning spell, the tower shoots out bolts of lightning at troops or heroes.
With a healing spell, it heals all of the buildings within the radius. The amount that the building are healed by depends on the level of healing spell.
When it is loaded with a rage spell, it does the same thing as the healing spell, except it increases the damage of the defences instead of the hitpoints.
With a jump spell, flying troops and hogs would have to break the walls instead of jumping or flying over them.
And when it is loaded with a freeze spell, it decreases the amount of damage and hitpoints of the troops inside the radius.
