I think that we could have a button on each clan which declares war and the other clan leader has like 24hrs to say yes/no because me and my friend want to declare war on each other but we are scared we will not be playing against each other. Also I think we could donate to clan mates resources like gold and elixir and maybe gems to just help each other

While not ruled out, being able to select your opponent is unlikely. This could easily be exploited for easy wins and loot bonus by people who have feeder clans, etc.
