Those players that have gemmer up to 40/40 heros but are lower level. I'm thinking are a problem for the game. Like boom beach , clash should have Xperia levels set for heros. . The requirements for a hero level 40 are th9 right thats it. Big problem with gemmers . Can't buy Xperia right so suggest this every 5 levels of Xperia per one level of hero. So eg: level 100 could have level 20 hero's max. What do you guys think???

While I haven't run into many lvl 40 heroes I really don't see it as much of a problem. It's either a ton of work (time) or a ton of cash to get them to that state, and in both cases the person doing it would have wanted it bad enough to have "earned" it, IMHO.
A couple of additional points:
- Heroes were just substantially nerfed a couple of months ago. I'm guessing you really didn't like them before the nerf.
- While I'm not one, Gemmers are what make the game possible. Supercell needs to earn it's revenue from somewhere - that's the point of being in business.
True need to make money. But there needs to be a balance point. Based on your saying you haven't seen many 40/40 players I'm telling you there are tons of clans top to bottom that are 40/40. Even being much lower then those that earn it. By getting some control they would have to earn it by some extent. Thus play the game cant buy xp.
I think it's a terrible idea the last thing coc needs is to borrow ideas from a boring game like boom beach.

Because level has absolutely nothing to do with base strength in clash of clans where as in boom beach it does and having enforced level upgrade limits in boom beach is one of its greatest flaws.
I think if someone uses so much Money to buy lvl40 heroes supercell will be very happy. Why should they stop it?
You may be able to gem your heroes/troops/defenses, but this will not make you a good Player.
