Gold and elixir have the same max storage capacity, are produced by equal level collectors at the same rate, but ARE NOT OF EQUIVALENT VALUE. Elixir is used in a much greater capacity than gold; and it is the passage into higher tiers of offensive gameplay. A lack of elixir leads to a lack of funds for new-comers to a certain TH level to upgrade their troops; so it is more difficult for them to obtain resources due to their new-found loot penalty. Offense is the only way to obtain resources in the game. When elixir is used endlessly for walls by those who have finished their elixir upgrades, people who need to upgrade offense are left behind. When you are left behind on offense, you can't acquire resources as well. When you have no resources, you can't upgrade, and when you can't upgrade, YOU CAN'T PLAY THE GAME.
INCREASE AMOUNT OF INACTIVE BASES. Ultimately, loot has to come from somewhere. Storage loot has to come from somewhere, and when you look at the entire game, you can't continue getting loot from empty storages. Collecting from collectors cannot keep a community of active players going in centrifugal motion. There has to be loot that comes from "nowhere", and loot from active players collecting just isn't enough. (Not sure if inactives are being hidden from us, but if they are, this is basically the easiest way to improve the economy.)
