Try Master 1/Master 2 League. There is a lot of TH10 there, so you should have no trouble missing loot due to penalties.
Therr a problem with loot if you have to search every part of the day and night to find profitable raids. Lol assume you don't have a job or bills? Because it's not like I can hide at work simply because the clock rolled over another hour and I want to try an attack. Seriously ... think what you're saying. If you can't simply pick up a game and play it ... it's broken.
We're searching by people in our Trophy range, and there are TH6, 7, and 8's in there in our trophy range too. So each one of those bases is almost always guaranteed to be a next because their loot is reduced to us. Plus there are so many more TH<9/10s out there that it's like 1 per 20-30 nexts, couple that with a lot of 9's and 10's aren't always going to have loot, and that's where you're getting your "500 nexts until I find a base worth a darn".
PS: There are TH7's and 8's up here in Crystal and Master too. They're super active and don't log out, thats how they maintain it. That and sniping TH's. They compete with us for loot, that's part of the problem. That doesn't help the "well just stay in Crystal and Master where all the TH9 and TH10's are" theory. Nothing against them though, it just sucks for us.
PPS: "Every TH level has the same penalties"... A TH7 has no penalties against TH7's, 8's, 9's, and 10s. All they need to do is take loot from a collector, the troop level is almost irrelevent. TH10s have penalties against all THs but TH10s. TH7's, 8's, 9's, and 10's are all competing for TH10 loot. There are only so many TH10s out there.
Is this starting to add up?

Yeah, for real. I think the loot penalties were to prevent Higher level TH's with superior troops from preying on lower level TH's for loot since they could crush them easily. I think the lower level TH's really had it easy though since they can prey on our collectors and can afford upgrades in like... hours. If you log out with max stores and get rocked then that just sucks, but you're gunna bounce back, trust me. We all dealt with that to become TH9's and 10's, so it's obviously possible. I think until they can figure out a better way to protect low levels without crippling the high levels, then undo-ing the damage will just have to do for now.
You know what would really help us figure out the loot problem? Stats... can we prettttty please see some stats on loot/ loot flow in this game?
How much of it is actually generated into the game each day/hour? By collectors? By wars? By Leagues? How much is raided through collectors vs stores?
How much of this loot is spent while shielded? (How much of this loot is never even seen by the rest of the clashers). What do people spend it on, walls? Do they que up 100 wallbreakers, then un-que them when their shield comes off/they attack?
Which TH levels are benefiting from the loot the most? (Add up all the costs of upgrades done each day by each level of TH). Which TH levels are the most often to get raided? What level TH is raiding them?
I mean seriously, it's not like you're saying "well 50% of people come off shields at 08:00AM GMT, so if you want loot, then attack at that time." I can't see how any of these questions could help anyone to use the system to their advantage. We just need to see stats so that we can see where the problem lies. If this level of detail is even possible.
