Bases that aren't in a league but haven't been attacked at all? Are more people just logging on collecting loot maybe donating troops and logging off again? I have noticed this quite alot lately. Are you seeing it too?

One of the guys in my clan had full elixir collectors and not a free builder. He couldn't see the point in raiding so Just donated and chatted.

I know what you mean. Active bases are just prioritized over inactives in the queue so that's why they get less regularly attacked than say active players. This is also why they're collectors are nearly always full when you raid them
