It has been a very long time since SC introduced collectors level 11 and increase of the League Bonus. The loot of course has got worse as more players became active (Due to Clan Wars), meaning less collector raids and storage raids as more people would be A. Collecting their resources, B. Using it on war battles and C. War Donations.
Now that elixir can be spent on walls, the loot has significantly gone down the hill. We never used to have problems with Elixir which was a huge relief to people who war a lot.
Possible solutions:
1. Level 12 Collectors
2. Collector Achievements (Incentive to get people upgrading their collectors for gems)
3. Double League Bonus (Maybe then people will trophy push)
4. Add Defence League Bonus (Seriously give us an incentive to defend rather then put the TH at one corner of the map to save resources)
5. NO Next cost (Why remove loot from the system?)
6. Trap costs reimbursed after Defense Win (Why should it cost to win?)
EDIT:
It will take everyone (Non-Gemmers) over 1 year to max their base, even if they have no loot problem. So I disagree with that statement.
There was a time where we had no loot issue (No cap, no loot penalty), yet not everyone had max bases.
