It does not make any sense you let the good suffer with the bad because your clan may be doing something wrong that you are against or you need to leave for someone needs you whatever the case may be i think you should only impose these penalties if they do not use both attacks

This will have so many problems. Number 1 I dont care about cuz i dont attack at all. #2 You cant stop people from joining a clan. I always leave my clan during a war to clan hop. #2 would probably stop me from warring. #3 is also stupid. So people can join, but while there still is a war people cant leave? Thats very harsh. There is also a whole list of problems for both #2 and #3. Those problems are for clans with sister clans. Nobody could actually join their sister clans during a war. #2 and 3 would also pose a large problem for req n' leave clans. They couldnt war at all if they actually wanted to still be in business. Another problem would be for clan hoppers. They couldnt actually be in a war and still clan hop. Most high leveled players want to also have fairly high war stars. Another problem with #2 and 3 is the fact that some people might join a clan for maybe like a minute, then leave it because they didnt like it or they were even clan hopping and waiting for their army to finish training for about a minute. But while they were there, a co or the leader started a war search even though that person was going to leave soon. When that search finds a clan, then that person couldnt join another clan or leave the clan that they were in for the war. Another problem that could occur was the fact that some people leave the clan theyre in during a war to get max troops in their main clan, then go back to the clan they war in to attack. So finally, in conclusion, this will never be implemented into the game because of the large loss of money that will occur to supercell because clan hoppers and staff in req n' leave clans cant donate at all.
A longer cool down period would help.
We need to keep out of clan forb72 hrs.
It happened to us just recently about a month ago, we recruited a member from global, He was base number 1 and he left without attacking. We would have been happy if he used a barch army and attacked very low bases instead of leaving without attacking.
I think SC should just make the rule, if you are in war you must attack before leaving the clan. But this will cause people to simple place a troop on a two bases, end the battle and than leave the clan.
We need something more, that would deter someone from leaving in the middle of a war. Not sure but we need more ideas.

I think no.1 is good but no.2 and 3 can't be applied as all people who spy will face problems and also some people went to their friends clan for troops which they can't get in their own clan.
No.1 is good but there is a change in it that penalty is made on only those player who don't use even a single attack in war
Number 1 is good enough.
