Why do some accounts need IOS 7 and others do not?

One of my clan mates has been having trouble logging in since the update. He wanted to uninstall CoC and re-install it but wanted me to try and log on to his account from my ipad to make sure it was backed up. I have done this for others before with no problems

However, when I tried to load his account I got a notice saying I had to get the newest version of IOS first. I thought this was weird because I did not have to get a new IOS version for my account. The only thing I can think of is that it is because I am in the U.S. and he lives in ireland. I was wondering if there is any reason that an account started overseas would require and update while one from the U.S. wouldn't. This seems really weird but it was the only thing I could come up with.

Also, its worth mentioning that his device is not compatible with the new IOS so if we cant figure something out we lose one of our best members until he gets a new phone.

It's not a problem that need fixing, nor is it related to countries.

Any device running any iOS below 7.0 can't load a village through GameCenter.

If your village is already loaded on the device it'll still work, but if you were to factory reset or restore the device, you would lose access to your village until you upgrade your iOS or device to iOS 7.0+
