Just remove the punishment part
No punishment?? How about they cannot receive troops or participate in Clan Wars, but they still can donate???

I think that in most cases it would be the same as just kicking them as they would leave anyway.
whats the point of staying with a clan where you cant war or donate?

This is a interesting idea, however, I think that the warning should not negatively affect the player. The warning should just be something to remind a player to stop what they're doing wrong, or that they will be kicked out of the clan.
OR:
I suggest that there should be a choice for punishment. They're could be a warning, with no punishment, for the first time, and then if the player keeps on violating the rules, co-leader and leaders could send a warning along with a punishment.

I like this idea. Being a clan leader, it's extremely frustrating not having the ability to discipline anyone. Whether it be lowering their clan status to peasant, so they can't ask for troops anymore, or participate in wars. Also, clan notes that only leaders/co-leaders can view would be fantastic, so we can keep track on members who have not been participating in wars. Please supercell, give us more toold to help us manage a clan.
