How about players make themselves available for war. Default is "not taking part" and after every war, this switch resets to default. Unless you flick it back to "WAAAARRRR BABY!", you are not in the running for war. If you flicked the switch but dont take part, well, that right there is a reason for a conversation with the clan's leadership team...But in any case, the leader does not call the shots, they just work with a group of players that are at least claiming to be willing to take part and if they dont, then the clan has tangible cause to discuss consequence.
At the end of the day, leaders probably dont want to go round the entire clan asking who is taking part and then manually add them to a roster. As a leader, I'd far rather send out clan mail telling people about an upcoming war, give people some time to opt in or out and then declare war once the clan is ready.
Eg. 50 person clan
Friday - Send mail, War on Monday
Saturday - 30 have said they are available
Sunday - 40 have said they are available
Monday - war declared with 40 participants, 10 observers
no kicks / invites, no guessing who will take part, no drama about I did not know about war so even though i did not take part, dont kick me (because they actively opted in)...simples...no?
