There's a reason they don't give exp and if you want your idea to change their mind, you'll need to give some compelling arguments/details. Here's the official response by SuperCell to explain why there is no exp

I guess people who wanna get exp quick could donate to someone, and that someone could dump the WC troops and then he would donate again, receiving exp and just grinding for days.
That exp exploit though.
