A clan did that to us. They sent in a spy and by the time we realized he was a spy he had taken photos of every single base and posted the online on their website:

We were pretty ♥♥♥♥♥♥. Thrashed them. Some of our members didn't even change their base but it really didn't matter.

We sneak guys into opponents from time to time just for grins. But it does not make nearly as much difference in the war outcome as you might think so generally we don't bother with the photos of bases. Its more fun just to hear them smack talk before getting stoned by our bases, or listening to them cuss after we smash a base they thought invincible.

Or at times we have had good chats where they figure out who we are and strike up good natured banter. We have even one time invited a couple of their guys to come sit in our clan and everyone had a good time yucking it up. At the end a nice match was wished to all (we won by just one star) and its safe to say all had a better time for it.

Its not unfair nor even dishonorable. if you don't like it then its on you to prevent it, not them to not do it. its on you to not get outsmarted, not on others to not try.

If you war against us we would cheerfully invade your chat. DO NOT TRUST US IN WAR!!!!

Your weak clan deserved to get spied on.

We caught these guys sending spies to our clan right before the start of war. They were obviously scouting and taking photos of our war bases for tesla locations and hidden trap bomb locations. During war it was obvious they used the information to get stars on very well designd high level bases.

To ensure this does not happen to you... make sure you are set to INVITE only.

It is funny they had to resort to ♥♥♥♥♥s....

They had 4 th10 to our 1 th 10
they had 3 th9 to our 2 th9
they had 12 th 8's to our 11 th 8's

not sure how supercell thinks this was a fair match up and they still had to ♥♥♥♥♥ ♥♥♥♥. NOOB's

Of course it is a dishonorable act to take advantage of clans that are still trying to recruit during a war. If it was all about fun banter, why not request to join the other clan with the message "i am from opponent clan, reject me and send people over to our clan to chat". That way you can chat and they can get the information about traps and teslas that you think is useless anyway.
I close my clan for war, so it is not an issue for me, but people need to live up to the fact that just because you can do it does not mean it isn't a lowball move.

Only way to prevent spies is to either close your clan or set it to invite. everyone told you this..

however, he is the only person actually answered your second question, Town Hall level difference between the clan can not be use as a strength indicator. having higher town hall level or more TH10 does not mean the match is not fair...
