What level of walls would you consider acceptable for a new TH 10?

level 7 is totally fine, even having a few lvl6's is still okay. Half skulls is way better than most TH10s in crystal have. All skulls is excellent. Anything more and and you have just been wasting time doing the walls at TH9, time which you couldve used to get infernos, last xbow, max level lab... all of which boost your offense/defense much much more than walls ever will.

I won't go up there until I get full lvl 9 and half of them lvl 10. As most of th10 say that they are not finding loot and the loot penalty will make harder to farm walls. Work on them as fast as you can. You will be a target for all th10 and below as they will see an opportunity in attacking a new th10 with underdeveloped walls. Good luck

8 is good I think. I'm aiming for all lvl 8 walls when I upgrade to Th 10 and lvl 9 walls surrounding the core

I love this reply and I totally agree... I didnt waste time doing my skulls at th8 and im doing them at th9 before going to th10. Inferno towers and new defenses plus the offense is superior to any walls. Ballonions will still wreck you and gowipe with raged wall breakers doesnt care about walls.
