A seeking air mine should have it's damage increased, so it can kill (not just injure) a similar level dragon. Proposed change shown in the table below:

Seeking Air Mines are expensive, have limited range and only hit one target. So increasing their damage is surely a better balance.

How so? Seeking air mines have have very limited range (so they need to be well placed), they're expensive (half the cost of a dragon) and they can kill at most 1 flying unit.
At the moment, I don't even consider where the air mines or seeking air mines might be, when planning a mass dragon attack. They're immaterial. All that matters is that air defenses, inferno towers and XBows (that are pointing up).
At a higher th, you can have like 4-6 seeking air mines i think, too op to start.
Make the seeking air mine do x% splash
Or have some kind of stunning effect to the target hit

NO! dont make seekings splash. Theyre called seeking air mines for a reason.
I think the seeking air mine should not be able to kill Healer on one hit. New level with higher HP for Heal maybe a good way to go.
If I spend 15k gold, it better at least kill a healer. Giant bombs are about the same cost, and they can, like the seeking mine, be a detriment to an attack if placed well.
Yes please no splash lol that will completely Nerf balloons and dragons
