It's a starting idea, he asked for suggestions so I'm guessing yours is war base management? And the answer would be no generals would have some control but the leaders would share some it to! And I agree that this may be as stated by someone else too much power for a general to receive the troops to distribute, so how about they don't but can make suggestions on each base to try and get the best troops for the base defence! And on war bases his suggestion is not bad if everyone goes for high loot then no one would win at war!
