It would vary because it depends in how much they donated on their way to max th 9

The player with the highest level would go to a guy named Alex who's over level 250 (not sure what clan he is in).

Also, walls make no difference to XP or level... heroes do though. I didnt max heroes or walls, but I was level 113. Ive seen a TH7 level 105 just from donating tons, so its not absolute.
Highest level Alex or Sneakydave. No idea what clan, 200+ I believe. InTheDark has some crazy high level players (30k trophies one)
