Pekka 4 should be available at TH9 now when pekka 5 is released. It has to be a mistake from supercell. The will solve that next update.

And th 9 want th 10 to stop attacking them wih max troops, so the same can be said vis versa....the game is built off and around offense. But even with lvl 4 pekkas not just any th 9 will 2* the th 10... It will still require a skilled attacked and high lvl heroes(not talking about a premmie th 10)

Dont you just love reading another TH9 whine about not getting TH10 troops...right after they use their huge advantage to waste an 8 ?The title say it all?
Do you think TH10 has new cool PEKKA 5 & New Tesla, should TH9 have PEKKA4 as well?
I mean, isn't it a little bit redundant when PEKKA 4,5 both available at TH10 but it skips 1lv at TH9? I can certainly understand it if it's New troops and upgrade to LV1 (you sometime have new troops and be able to upgrade it at the same time), but it's old troops. Instead of making 2 lv jumps, I think it might be better 1 by 1. Plus, it gives TH9 some excitement
Question for you whining TH9s...if you receive a PEKKA 4, how do you compensate/balance out the 8s ? Perhaps by having a block on attacking TH8s if you have a Pekka 4?
Well I dont really see why Pekka should be an exception, thats just how the game works and sometimes upgrading buildings/troops to max at different is just strange. I rather have supercell work on real and important stuff instead of fixing those odd upgrade steps...

The whole point of every game is you suppose to be able to pick on lower TH than you. If a TH9 want to destroy a TH8, nothing can stop them, with or without PEKKA 4. Same goes with TH8 vs TH7, TH7 vs Th6, Th10 vs TH9... Th9 doesn't need PEKKA4 to attack TH8. PEKKA 4 would give TH9 a little bit more advantage to attack TH10 in comparison to TH8 attack TH10.
For example, in War, if a TH9 attack TH10, what's their best option? Mass Dragon or Gowipe or Ballonion or Gowiwi
In comparison to TH8 attack a TH10, they have 20 more slots in army camp, 5 more slot in CC, 1 spell.
In troops combination:
1. Dragon: Same lv with TH8
2. Ballonions: Balloon 6- which is great
3. Gowiwi/Gowipe: 1 higher lv of Golem- which is NOT that useful. They need more dps to attack TH10, not more tank. Same lv of Wz, same lv PE
As we see, TH9 has just a little bit of advantage to attack TH10 in comparison to TH8 attack TH10. Giving them PEKKA 4 just bring them a little more advantage. That's all.

As to a TH8 being unable to stop a Th9 attack...I agree IF the TH 9 was a skilled player. Fortunately for 8s, most are not.
Most of the 9s attacking my base appear to have low TH skills and strategies using Th9 troops. Their "strategy" is to overpower 8s.
Against these simpletons, a nicely laid out Th 8 base with deception and lures will keep the damage low, and give a chance for a defensive win. THAT is the only chance for an 8 to survive giving the overpowered troops 9s have.
Give a Pekka 4 to 9s, and there is no hope for an 8 to survive an attack. A 3 year old would waste an 8.
Right now, in my experience, the toughest TH level is 8. We can't save our stash, can't find anything decent in a 7 base, and have another 8 or go to a 9 to attack. Not easy, especially if you don't gem. (and don't even try to tell me TH8 troops can take on an Inferno Tower).
Give 9s a Pekka 4 and you might as well have a bank where 8s can just give 9s the loot.
The last upgrades of the more powerful troops should b TH 10 everything else in 9 TH 10 is sort of the "ultimate" so it should have the last and best but everything else earlier...
