Add to the GUI who claimed what base...
put a time limit on base claims, if not attacked within an 3 hours of claiming, or within three hours of the war starting, the base becomes open again. (this in addition to the clan leader / co having the ability to revoke a claim).
Add the ability to only claim one base at a time.

Only being able to claim one base at a time is a good idea. I would even go so far as to say that only being able to claim one base in total would be a good as well. While I do agree that there should be a time limit, I don't think it should be within three hours of the war starting. For example, there are some international players in my clan, and sometimes our clan wars start very late at night or early in the morning (their time). I don't think it would be fair in that sense. Maybe the first 8 or 12 hours would be more realistic.

Thanks for the input guys. I read a common theme between your two posts, it had to do with claiming ONLY 1 base, as well as having a time frame for the claim.
Perhaps having one claim to choose from is a better idea. There is the good probability that, due to the fact of claiming 2 bases currently, not every player would end up with a base. Good Call!
And as for the time limit, I don't necessarily believe in one at all, for a simple reason. That being people have bust lives. Personally, in clan wars I tend to train up an army to get my first attack in, then I would typically wait until the end of the day to get my second attack in. So let's say I claimed my first attack, about how long from the start of the war would I have to use my claim? Can we come up with a consensus for a time frame?

I recently ran into two wars where the ability to BLOCK a specific village from being attacked could have saved much heartache. They were wars where we all tried to get maximum stars with our first attacks, then wait to see if we had a big enough lead to farm one of their top players. Unfortunately a couple of people decided to attack ahead of schedule and had to feel the wrath of not just me, the rest of the clan. The ability to 'dibs' a base would still work because I could assign it to myself so everybody would still have to wait but as my original post detailed there could be a more robust, elegant solution.

I got bored with reading through this so I apologize if this was covered. Alot of people are suggesting "limiting" the "dibs" to individuals surrounding the recommended target. That is a huge problem given how inaccurate the recommended target is.
Last war I was number 7 in my clan of 25, my recommended was 17, and I three starred 9 and two starred 5. With this system nobody would be able to call dibs on higher players as our 5-6 were recommended 16 and 18 respectively. Also, if the fight at the beginning of wars is to attack to get the guy you want, how is dibs going to fix that, it will just push it ahead 24 hours. And if the Leader gets to approve dibs on opponents, why not just let the leaders determine who their clan is attacking. Seems very... dictatorial (is that a word?) because if I was the leader, I would deny all of my dumb attackers dibs until they picked who I thought they should attack. Better for the clan, absolutely, better for the player... they probably wont think so.
Not a bad idea and I'd like to see it implemented somehow but some additional (maybe not) concerns that I noticed after getting through 3 pages.

Maybe you could stop low levels claiming the higher levels by having to get approved by a X number of clan members and have to contain at least the leader or co - leader
