I was thinking that it would be cool to communicate with the clan you have war with. So where you usually chat there is the chat for your clan and the global chat. Maybe there should be a war chat tab on there too.

This has been suggested a bit before: it can work. However, due to lack of moderation and language barriers, things could turn sour pretty easily (insults, not knowing what they are saying etc.)
