When should I go to townhall 9?

Imo max everything out first. It also depends on if you want to max walls too. Personally I got tired of TH8 and have 32 walls left to max.

If you get bored, try upgrade all your splash damage and all your troops and spells, then move up.... After all its your game. Personally im maxing everything after seeing what happened's to casual players who rush to th9.

I see a lot of people telling you to completely max out but you probably don't want to do that so I'll tell you the bare minimum you need before upgrading.
1.max splash and air defense
2.walls all lv7 at least
3.defenses 1level from being maxed
4.lab:try to max all troops except for dark
5.if you're collectors aren't maxed then max them.
6.All barracks max level
if you do all this it should drop you off at about lv 80 I'm not sure. good luck

Go back and check your base, if you dont see you have the queen, you should upgrade to th9.

if you already have lv.5 barb and archers, there is no point to stay on TH8 unless you really like to be farmed and loose 270K/270K to the black giants every time you have 2 million in your storage.

Enjoy your time while you are still on level 8.
Level 9 should also be enjoyable.

But once you get to th10 this game will no longer be the same game. You would be lucky if you could get 2 builders to work without gemming.
And maybe find a town with 200k of gold to raid after 300 searches. While you pay 1k gold each search
