when you attack someones base and they have a gem box could you attack it for the reward? maybe make it only after achieving 100% to prevent people just hunting for gems.

i think its good but possibly unbalanced. i can agree to this. when i raid a base and see a gem box i just think "I WANT IT!!!" but maybe that's just me

Now, your current idea has been suggested a few times and has been widely rejected by the CoC for one main reason. Higher level players could and would drop down to low trophy amounts and steal gems from weaker players. Also, gems are the premium currency of CoC and SC has balanced the free income of gems from your own obstacles and achievements perfectly.
