When will a new member be eligible for the next war when she/he join in?

1 day...12hrs? I can't seem to find the answer...You see we're just inviting some member from a friend's clan to join in to complete and compete in the clan war...

It will tell you after inviting them. Just check their profile after they have entered your clan. The default is 2 days I believe.

But remember that there will only be a penalty if said member left his/her old clan during a clan war.

A player can only be a part of one war at a time. A new member's cooldown is based on when the war that the player is in with his/her last clan ends. So if the player joins and isn't involved with another clan's war, there is no cooldown.
