Depends.
So bases have "pockets". So a giant can get close enough to lure the castle.
Others have defenses on the outside but still close enough to be lured by hogs.
The good bases, have external defenses that you have to destroy before you can send a hog to lure. Those need a few giants (or a golem) before sending a couple of hogs to lure.

Like everyone else says hogs but sometimes people have base so spread out that first layer of defenses isn't in range of cc so your going to have to use 2-3 giants and wall breakers so they run up to the second layer of walls that cc is in range of or use hogs

If the clan castle is not in the middle, use 1-2 giants to lure them out. However, if its in the middle, then use 4-5 hogs to lure them out.
I'm personally not one to deal with CCs since I Barch, but loons, giants + WB, and hogs can get the job done nicely in most cases.
