New members not being able to view the battle map is not commonly suggested at all . Why don't you find a new forum to try and moderate

The main idea is to fix/prevent spies. Commonly suggested. Even if it is a different way to fix the problem, finding a thread with the same goal and more attention to post their idea in would be better than creating a new thread on a topic that is brought up over, and over, and over.
The OP is obviously a new member and may not be aware of the search function and stickies, would you rather me not give them a push in the right direction? It isn't moderation, it is being helpful.
