That has to do with the two operating systems and how they handle user accounts between Google+ and Gamecenter.
Technically speaking, you can only have one account per game center and google+ account.
While it's against SC TOS, they cannot stop you from resetting your gamecenter or google+ accounts, whether it's to start a new base or to start over completely. But that's on the end of the OS and not supercell. They will not help you in this endeavor.
