Bases down there are usually so bad that you can put 5 barbs & 5 archers at each defense building, and often get 100%.
It is hard enough upgrading at th9 due to th10 attacking, and to give them a new super troop would only hinder the growth of th9 bases at all levels....both new to 9 and old hatters who only have walls to upgrade....
but if the new troop went to th10 only, maybe a loot max raid needs to be put back in, so if they attack a th9. A max loot of 100k from storages and 60% from collectors should be in place.
As not only do th10 have lvl4 and 5 pekkas for them only and max drags and wizzys, why give them more fire power with the 20 more troop spaces available if maxed army camps and 30 troops from the cc to attack with......th9s will get wiped out all the time....and there will be no come back as the maxed infernos and maxed xbows and the maxed cannons and wizzy towers, along with achie towers and the high lvl heroes and again the 30 troops in cc means th 9s never have a chance....the gap is not that big at any other th upgrade when maxed....
but out i can see why supercell would look at just giving it just to th10......because for a th 9 to upgrade they will need to buy gems....after all they need to make money at every opportunity.....after stealing money from last upgrade to the heroes....i still have not spent a single penny on the game....im the person supercell wants to get rid of, as ive nearly maxed a th9 base with just raiding....
Shouldn't even be any doubt that it will come for th9. Each th will get 2 DE troops with th11 having the final 2 when it finally gets implemented.
Just because you've inferred a pattern based on two samples doesn't mean it's a rule. I see no reason a th9 should expect to get any new upgrades at this point.
Those who think they need help at TH9 should just call it quits before reaching TH10. Good luck.

All the people complaining about not being able to attack townhall 10 when they are townhall 9. Don't deny that you've never attacked a townhall 8, do you not think a townhall 8 would feel the same about townhall 9?
