Because we were in a clan with an absentee leader, a few of us just formed a new clan, "Draco Principis". As of today, we are 6 members.
Here is our description from our Facebook group:

Our clan values participation and improvement. We help each other improve our bases and expect participation in regular clan wars.
To get promoted to elder, donate 1000 troops (not healers or giants unless requested) and get 10+ stars in two consecutive clan wars.
Elders who consistently contribute will be promoted to the following co-leader positions (as determined by the leader):
- Recruiting
- Promotions
- Clan War Coordinator
- Others to be determined
The minimum to retain a position is 300 donations per 2 week period and participation in clan wars. Failure to maintain that level will result in demotion (Elders) or being kicked out of the clan (Members).
We use this [Facebook] group to discuss strategy, suggest improvements to bases or otherwise socialize. As the clan improves we may raise the standards and/or start a feeder clan.
Currently, the clan is open. Once we reach a certain level, it will become invitation only.

Obviously since we are just six, we are not enforcing the standards yet. Once we reach 10 we will start clan wars. I haven't promoted anyone yet. Anyone who joins now and really pitches in has a good chance of becoming a co-leader.
Right now we are levels 88, 68, 58, 55, 47 and 35. Both farming and trophy players are fine.
