They created Boom Beach more likely out of ideas such as yours. Instead of making a wholesale change to a game that is already widely successful, they create a new game.
Enjoy Boom Beach, I haven't tried it yet, but I do recall somewhere that Supercell mentioned they weren't going to do anything with the water any time soon.
