damage reward is based on winning bonus and each % of damage you do is the % of damage reward bonus
The damage bonus will be instantly rewarded, so even if you lose you will still get rewarded
Example 1
Winning Bonus = 200k
You do 20% damage so you will gain 40k + 0 winning bonus (you lost)
Example 2
Winning Bonus = 200k
You do 50% damage so you will gain 100k + 200k winning bonus (you won)
so you will gain 300k in total if you have won the war.
if you lose the clan war players will gain barely any resources. with the suggestion made players will gain decent amount of resources as long as they made a good attack. i have also seen a lot of complaints about winning bonuses being too low to cover the costs and effort, so this suggestion should help.
