Now, as for certain software being against the ToS, I strongly disagree. The section of the ToS that would deal with this is as follows:

The software in question, by its self, is not a che@t or exploit. Nor is it automation software, a bot or a h@ck. It also does not modify or interfere with the Service, Supercell Game or Supercell game experience.

Now, it is not against the ToS to discuss this software however, it is against the forum rules.

The software program type required to play on any device that does not run android or iOS is classified as an unauthorized third party software designed to modify the service- the service is being modified so that it can be accessed via an unauthorized platform.

The 'Service' is not modified or interfered with in any way, shape or form. There is no editing or changing of the game files required. There is no special setup of network devices. In other words, from the Service's perspective, it is running on a native Android device.
