How Is This Base Possible Without ♥♥♥♥♥ing??

So I was searching for a raid a little while ago and came across this base. Confused, I attacked it with 1 archer so that I could go back and visit this guy's base and achievements in search for a logical answer but only became even more puzzled. Here's his base and loot achievements (cropped out his name and clan to avoid the naming shaming blah blah blah):



For what it's worth, he is only level 75. I'm pretty sure nobody would spend this much money to cap the TH, ITs, other defenses, and even worse walls and heroes... How on Earth did this guy do this?

I'm not looking for anyone to explain a ♥♥♥♥♥ if one exists, but if you think that he ♥♥♥♥♥ed then that's all I'm wondering. Thanks!

He just gemmed his base to make it look cool, Blue walls look cool, he didn't bother gemming his defenses up.

I can understand if he gemmed his heroes, and even some defenses, but I thought gemming walls to max through buying gold would cost 10's of thousands?? I just find it hard to believe the guy spent THAT much...
