Fifth builder gets my vote. After that the only thing I spend my gems on is boosting barracks. I've spent a few finishing storages when I was full and wanted to play some more but there was no point because I couldn't gain anything. One more day for my TH8 to finish which should alleviate that problem with the additional storages plus upgrades to do, I'm a completely upgraded TH7 minus pumps/drills which I find largely pointless to upgrade much as they take to long and it's to easy to raid.
Save it up for the 5th one. Why don't you want it?

Judging by how EpicBeaver100 wants to gem the TH upgrade, he probably doesn't farm enough to keep all builders working at all times so a 5th one is unnecessary. That being said, I'd probably never support gemming for resources or completion of upgrades though (except labs maybe). Boosting or getting the 5th builder is better unless you can afford to keep buying gems
